Single copies of pages from the Event Website may be printed out for the sole purposes of enabling the person printing the page to retain a copy for their own personal records.
No copying or distribution of material on the Event Website for any commercial or business use is permitted without our prior written consent.
No photography, filming, broadcast, alteration or modification of the pages of the Event Website is permitted without our prior written consent except as may be reasonably necessary to use the Event Website in good faith.

There is never said about a General public domain license or a Free Creative Commons licenses. And it's not true that «This logo image consists only of simple geometric shapes or text»: the logo consists of the stylized name of the IAAF, the TM DOHA 2019 and the arabic name of the event.
