Phil M. Hacker doesn't seem to be a well-known composer but he had a hit with this "Comic Rag March", which was also arranged for orchestra and band by J. Bodewalt Lampe and was recorded on Victor Records. Published by Jerome H. Remick in New York in 1911. Victor Military Band plays "A Slippery Place" Comic Rag ca. 1911: https://www.youtube.com/watch?v=Qh_4LEX0L2o&t=39s Original score source was from the Charles Templeton Sheet Music Collection at Mississippi State University at this link: https://scholarsjunction.msstate.edu/cht-sheet-music/3311/ This is a reproduction of the original score.
