Google Code-In, Google-organized contest in which the Wikimedia Foundation participates, starts in a few weeks. This contest is about taking high school students into the world of opensource. I'm sending you this message because you recently edited a documentation page at Wikimedia Commons.

(Edit conflict) So I run transcodes using en:ffmpeg on wikitech:Nova resource:Video (it's more about better internet speeds and more CPU cores then my own computer). The more complex part is figuring out the parameters for ffmpeg, and there are way too many, sometimes outdated or conflicting, guides online. I normally do 2 pass encoding, so the general format looks like this:
ffmpeg -y -i [input file] [video parameters] -an -f webm -pass 1 /dev/null ffmpeg -y -i [input file] [video parameters] [audio parameters] -f webm -pass 2 [output file]
video2commons uses
ffmpeg -y -i [input file] -threads 16 -row-mt 1 -qmin 19 -qmax 19 -vcodec libvpx-vp9 -tile-columns 4 -auto-alt-ref 1 -lag-in-frames 25 -f webm -ss 0 -an -pass 1 -passlogfile [pass log file] [output file] ffmpeg -y -i [input file] -threads 16 -row-mt 1 -qmin 19 -qmax 19 -vcodec libvpx-vp9 -tile-columns 4 -auto-alt-ref 1 -lag-in-frames 25 -f webm -ss 0 -ab 128000 -ar 48000 -acodec libopus -pass 2 -passlogfile [pass log file] [output file]
It's a constant quality encoding with quantizer 19. It generally works as archival quality, (considering Wikimedia has video scalers to produce streaming quality videos after upload), but it does sometimes result in bloat.
Disecting the parameters:
- -y
- don't ask if output is being replaced
- -i
- input
- -threads 16
- use yup to 16 threads to encode
- -row-mt 1
- enable multithread encoding for tile rows
- -qmin 19 -qmax 19
- constant quantizer 19
- -vcodec libvpx-vp9
- output VP9 video codec
- -tile-columns 4
- 2^4 = 16 tile columns
- -auto-alt-ref 1
- automatically change to an alternate referene frame if necessary
- -lag-in-frames 25
- maximize the frames (25) in which the encoder can look
- -f webm
- output webm contaner format
- -ss 0
- start at time 0
- -an
- don't encode audio during first pass
- -ab 128000
- audio constant bitrate 128kbps
- -ar 48000
- audio sampling rate 48kHz
- -acodec libopus
- output Opus audio codec
- -pass 1/2
- pass number
- -passlogfile
- a file so the first pass can keep some information needed for second pass
So this works mostly, but if the input file is large and I want to make sure the output is under 4GiB, I use constrained quality with constant rate factor, constraining the bit rate of the video up to a maximum of 4GiB / time, and this is what I use when I manually transcode (bash):

It's mostly the same, with
- -crf 20
- constant rate factor 20
- -b:v $MAXBITRTE
- bitrate limit

Thanks for voting on my DR for that Oreimo train picture! I felt like that was a case of something that had no clear precedent and thus needed discussion; my problem was whether it was a case of "the characters are unimportant; the uploader simply wanted the train" or "Kyosuke and Kuroneko are intentionally in the image". In retrospect, I should have taken this to the Village Pump. Naomi Osaka photos[edit]
Appreciate that you took the time to look at the pictures I uploaded. While I was not the photographer the photographer uploaded the pictures to flickr with an acceptable license and included the exif data to prove that he had taken the photo. - @Chawkinstennis: I considered that but the photographer, not named "Rob Prange", has a website where these photos can be found with EXIF information included. This looks to me as a clear case of COM:Flickrwashing. Especially considering that the Flickr account only has a single upload. The actual photographer has a Flickr account at https://www.flickr.com/photos/jjtennis/.

- Nightscream, only because I prefer simple file names? As the uploader of the cropped version, I believe I am perfectly within my right to name the file. Bodycam video[edit]
Hi C&C. What are your thoughts about my uploading more police bodycam screencaps/video to Commons while this remains open? What do you think about uploading them to Commons v. to enwiki? I still think I'm right on the substance, and normally I'd wait until discussion was closed with a result and then follow the result, but it's been 7 months now and as I'm sure you know DRs take forever here, so I was thinking of uploading another one anyway (for an article I'm working on). Maybe the new upload should be bundled with the pending DR (maybe all the items in the category should be bundled). Or maybe I should upload it to enwiki instead of here while the DR is pending here. On the other hand, if you think a new upload here or at enwiki would be gaming or disruptive, I'll hold off. No hard feeling either way, I just didn't want to surprise you with what could be seen as a dick move by uploading another one while the DR was still pending. - Levivich, I would advise against it but that is just my opinion. I would not be offended if you did.
- What state is this new image from? Maybe there are other licenses under which it qualifies.

- I mean it is enough in the sense that we could get an image on the article via fair use. But, if I'm right and these are not copyrightable, we could (and should) upload the full videos to Commons. All important police bodycam and surveillance videos. And that would be much better than enough. Non-profit Commons should supplant for-profit YouTube as the repository for police videos, IMO. - Oh, you're not an obstacle! Quite the opposite, I value your opinion and I appreciate having someone to bounce ideas off of, especially someone who has a different opinion on the matter than I do. I hesitate to start a discussion here for a few reasons. While I think these videos are PD under US law, I have no idea about other countries, and I know Europe takes a different approach than the US when it comes to what is a mechanical reproduction and what is a creative work. Aside from that, the issue would actually be decided under Commons policy and not any jurisdiction's law, and I really know very little about Commons policy. This discussion could be had on other projects like enwiki, where I'm much more familiar with local project policies. All in all, it seems like the safest thing to do is to let the DR run its course and see where that leaves us. But I think in any event I would leave it to some other editor, more experienced at Commons, to start a project-wide policy discussion. If the DR here ends up as a delete, I was thinking of uploading it to enwiki and having a discussion there about PD v. fair use. If the consensus on enwiki is it's PD, the media can be uploaded there, and I wouldn't have to wade into any policy discussions on another project (Commons). That was my thinking anyway. Wikimedia Commons is happy to announce that the 2022 Picture of the Year competition is now open. This year will be the seventeenth edition of the annual Wikimedia Commons photo competition, which recognizes exceptional contributions by users on Wikimedia Commons. Wikimedia users are invited to vote for their favorite images featured on Commons during the last year (2022) to produce a single Picture of the Year.
Hundreds of images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year are all entered in this competition. These images include professional animal and plant shots, breathtaking panoramas and skylines, restorations of historical images, photographs portraying the world's best architecture, impressive human portraits, and so much more.
For your convenience, we have sorted the images into topical categories. Two rounds of voting will be held: In the first round, you may vote for as many images as you like.
